Are you passionate about supporting justice-involved individuals with behavioral health needs and making a meaningful impact in your community? EAC Network, a leading not-for-profit social service agency serving more than 80,000 people annually through over 100 programs across Long Island and New York City, is seeking experienced Clinical Directors and Program Directors to lead innovative behavioral health, diversion, reentry, and mental health court programs throughout New York City.

Salary

Competitive salary commensurate with experience and program assignment.

Range: $70,000-$150,000 annually

Schedule

Full-Time | Monday – Friday | 9:00 AM – 5:00 PM

Locations

Multiple program locations throughout New York City, including Manhattan, Brooklyn, the Bronx, and Queens.

Position Summary

The Clinical/Program Director provides clinical, operational, and administrative leadership for justice-involved behavioral health programs serving adults and adolescents with mental illness, substance use disorders, and co-occurring conditions. This position oversees program operations, supervises multidisciplinary staff, ensures compliance with contractual and regulatory requirements, and collaborates with courts, hospitals, criminal justice agencies, and community partners to improve participant outcomes through diversion, treatment engagement, and successful community reintegration.

Depending on program assignment, the Director may also conduct comprehensive clinical, psychological, forensic, and psychosocial assessments, develop treatment recommendations, oversee individualized service plans, and provide consultation on complex clinical cases.

Key Responsibilities

· Provide leadership, supervision, and professional development to clinical, case management, peer support, and administrative staff.

· Oversee daily program operations while ensuring compliance with agency, contractual, regulatory, and accreditation requirements.

· Conduct or oversee biopsychosocial, psychological, forensic, and risk assessments, including psychosocial evaluations, diagnostic formulation, violence risk assessments, and cognitive evaluations when appropriate.

· Develop, review, and approve individualized treatment plans, service plans, referrals, discharge plans, and clinical recommendations.

· Provide crisis intervention, clinical consultation, and support for high-risk or complex cases.

· Supervise intake, admissions, transfers, and discharge processes while ensuring continuity of care.

· Review clinical documentation, reports, assessments, and treatment records to ensure quality, consistency, and compliance.

· Prepare comprehensive reports and recommendations for courts, stakeholders, funders, and partner agencies.

· Collaborate with courts, correctional facilities, hospitals, behavioral health providers, community organizations, housing providers, and criminal justice partners to coordinate participant services.

· Develop and maintain strategic partnerships to expand services and improve participant outcomes.

· Participate in interdisciplinary meetings, case conferences, court hearings, stakeholder meetings, and community events.

· Develop, implement, and monitor program policies, procedures, workflows, and quality assurance initiatives.

· Monitor program performance, collect and analyze data, prepare statistical reports, and participate in audits and quality improvement activities.

· Recruit, train, mentor, and evaluate staff, interns, fellows, externs, and volunteers.

· Deliver staff training on evidence-based practices, assessment techniques, trauma-informed care, and behavioral health interventions.

· Ensure services are culturally responsive, participant-centered, and aligned with evidence-based practices.

· Maintain productivity standards and meet established program performance metrics.

· Complete additional duties as assigned by agency leadership.

Qualifications

· New York State licensure as one of the following:

o Licensed Psychologist

o Licensed Clinical Social Worker (LCSW)

o Licensed Master Social Worker (LMSW)

o Licensed Mental Health Counselor (LMHC)

· Minimum of 2–3 years of post-licensure clinical experience (program dependent).

· Experience working with justice-involved individuals, behavioral health populations, mental illness, substance use disorders, and co-occurring disorders.

· Supervisory and/or clinical leadership experience.

· Experience conducting clinical, psychological, forensic, or risk assessments preferred.

· Knowledge of diversion programs, reentry services, behavioral health systems, and criminal justice systems.

· Strong clinical assessment, crisis intervention, treatment planning, and case consultation skills.

· Experience collaborating with multidisciplinary teams, courts, hospitals, correctional agencies, and community-based providers.

· Excellent written and verbal communication skills, including preparation of court reports and stakeholder documentation.

· Strong organizational, leadership, and problem-solving abilities.

· Proficiency with Microsoft Office Suite, electronic health records, databases, spreadsheets, and data reporting systems.
